2023 AFRILAW PROJECTS AND ACTIVITIES REPORT

PROJECT TITLE:

The Nigeria Responsible Private Security Company Training Programme from October- March 2023

PROJECT ACTIVITIES FOR 2023

 

  • Training Workshop for the South-East Region On Nigeria Responsible Private Security Company Training Programme:
  • Training Workshop For South-West Region (Lagos, Lagos State).
  • Training Workshop For South-South Region (Port-Harcourt, Rivers State

The Programme Key Results and Achievements So Far:

  • Increased awareness and knowledge of human right frameworks, ethics and code conducts relevant to private security services, existing obligation and international norms and best practices.
  • About participated 117 PSCs gained specific expertise on inter-sectional thematic areas of use of force, ICOCA and its Certification process, ethics and the code of conduct for private security service providers, human rights risk impact assessment, gender equality and preventing sexual exploitation and abuse.
  • The participated PSCs were assured of support for long-term development of a culture that respects and seeks to protect human rights within their company and how to address human rights challenges in complex environments.
  • There is a good promotion and highlights of integrated and effective private security governance and management system and responsible private security services in Nigeria
  • The participated PSCs learnt the benefits and how to become ICoCA member and get ICoCA certification in Nigeria and the level of support and services they can get from ICOCA and MSS Global in this regard.
  • Some participated PSCs expressed interest to join ICOCA and getting ICoCA certification.
  • The conduct of Courtesy Visit and 5 free Training Workshops for about 117 PSCs members of the Association of Licensed Private Security Practitioners of Nigeria (ALPSPN) in 5 states of Nigeria.
  • Participants confirmed that the training content is relevant to their work and expect that it strengthens respect of human rights within their companies and operations.
  • Some participated PSC expressed interest for AFRILAW support and partnership to conduct human rights risk impact assessment.
  • The ICoCA Team visit and meeting with the Commandant-General (CG) of the NSCDC and the CGs public support to ICOCA and expression of willingness to work toward and ensure Nigeria membership of ICoCA.

PROJECT TITLE:

Development and Piloting of Human Rights Training Programme Based on International Norms and Good Practices (Private Security Human Rights Training Workshop Programme): (3 Months, Jan 2023- March 2023)

Project Activities Implemented:

– Development of training content by AFRILAW and DCAF, in coordination with ICoCA

– Selection of Private Security Companies to take part in the trainings in collaboration with the Association of Licensed Private Security Practitioners of Nigeria (ALPSPN)

– Piloting of the training programme through at least 8 trainings for representatives of at least 200 private security companies in eight (8) states across the geopolitical zones in Nigeria.

Key Results and Achievements:

  • Conducted on-the-ground investigations and collected evidence of forced labour in cocoa supply chain in the five (5) selected States in Nigeria which include; Ondo, Osun, Oyo, Ogun and Cross-River.
  • Documented the collected evidences of forced labour which information will be used as a petition to U.S Customs and Border Protection (CBP).
  • Gathered and documented evidence that force labour and child labour is increasing in cocoa supply chain in Nigeria with the growing export to the U.S and other western countries.
  • Gathered and documented evidence to show that Nigeria needs to be included as part of the Child Labor Cocoa Coordinating Group (CLCCG) just like Ghana and Côte d’Ivoire.
  • Gathered and documented evidence of the prevalence of forced labour including child labour in Nigeria.
  • Research and documented supply chain links between target areas and cocoa imports in to the United States.
  • Drafted Section 307 petition, documenting evidence of forced labour indicators in target sites and US export links, with technical assistance form CAL.
  • Published the report on the on-the-ground investigations and collected evidence of forced labour in cocoa supply chain in the five (5) selected States in Nigeria which include; Ondo, Osun, Oyo, Ogun and Cross-River.
  • The public presentation of the Forced Labour Research and Investigation Report.
  • The sensitization of key stakeholders and the general public on the information on the Research and working conditions of individuals in the cocoa industry across the 5 major cocoa producing states of Cross-River, Ondo, Ogun and Oyo States and Abuja through the various media reports and distribution of the Research Investigation Reports.

Key Results and Achievements:

  1. The implementation of the first ever project on participation and engagement of PSCs in electoral process in Nigeria
  2. Increased election and private security policymakers and stakeholders’ awareness and general support for official participation and engagement of PSCs in electoral process in Nigeria
  3. The active participation of key election security policymakers and stakeholders especially the Independent National Electoral Commission (INEC) and Office of the National Security Adviser to the President (ONSA) who are the Co-Chairs of the Inter-Agency Consultative Committee on Election Security (ICCES).
  4. The public support and recommendation of PSC official engagement and participation in electoral process in Nigeria by INEC and Office of the National Security Adviser to the President (ONSA).
  5. About 100 PSCs Representatives were trained and sensitized on Good Private Security Governance during 2023 Election in Nigeria and actively participated in the project activities.
  6. The adoption, production and dissemination of the Resolution on Good Private Security Governance during 2023 Election in Nigeria and their use for the Regional Sensitization Workshop for the PSCs.
  7. The conduct of CSOs monitoring and assessment of private security services during 2023 elections in Nigeria and the production of the monitoring and assessment report and its public presentation.

PROJECT TITLE:

THE 16 DAYS OF ACTIVISM AGAINST GENDER-BASED VIOLENCE AGAINST WOMEN AND GIRLS:

PROJECT 1:

  1. COMMUNITY-BASED RESEARCH ON HUMAN RIGHTS VIOLATIONS IN THE PALM OIL SUPPLY CHAIN IN NIGERIA PROJECT UNDER THE ZERO TOLERANCE INITIATIVE FROM AUGUST TO NOVEMBER 2022.

Key Project Results & Achievements:

  • The implementation of the community-based research on Human Rights violations in the palm oil supply chain in Nigeria.
  • Key evidences of violations of community rights by major oil palm companies operating in Edo state, southern Nigeria were collected.
  • Increased knowledge and understanding of the prevailing cases of community rights violations by major oil palm companies operating in Nigeria.
  • Provided a broad-based collaboration with the impacted host communities and the integration of the knowledge gained to design intervention and advocacy for policy and social change.
  • Research experts and community members with local knowledge and skills shared experiences and learnt from each other in ways that produce greater in-depth understanding of the realities on ground.
  • Increased capacity building of civil society organizations (CSOs), policy makers as well as businesses and improved their understanding and respect of human rights in institutional and community-company relations.

PROJECT 2:

2. THE NIGERIA RESPONSIBLE PRIVATE SECURITY COMPANY TRAINING PROGRAMME FROM OCTOBER- DECEMBER 2022:

Key Project  Results & Achievements:

  • Increased awareness and knowledge on existing obligations and best practices
  • About 60 PSCs representatives so far gained specific expertise on inter-sectional thematic areas of use of force, gender equality and preventing sexual exploitation and abuse
  • Got support for long-term development of a culture that respects and seeks to protect human rights within their company and how to address human rights challenges in complex environments.
  • Integrated effective private security governance and management system
  • Learnt the benefits and how to become ICoCA member and get ICoCA certification.
  • The conduct of 3 free training’s so far of about 60 PSCs in on Nigeria Responsible Private Security Company.

  • Creation of Gender Audit Team, Hire of Gender Audit Consultant and Preparation of Gender Audit Strategy.
  • Preliminary assessment and analysis of organization structures, context and level of awareness, policies and operationS
  • Conducting Desk review and Analysis of the organization’s key documents.
  • Development of Gender Audit Questionnaires and conducting of Consultations/Interviews.
  • Collection and Analyzing Results and Development of a Draft Gender Audit Report.
  • Conduct Focus Group Discussion with staff based on findings from analysis of questionnaires.
  • Organizing 2-Days Gender Audit Report Review/Validation Workshop and Gender Action Planning
  • Production of the Final Gender Audit Report and Implementation of Gender Action Plan.

  • Conducted a reflection of the status of gender equality within the organization
  • Organized a baseline for collective discussion and analysis and
  • Conducted a participatory process that builds organizational ownership for gender equity initiatives

  • Change in behavior of 1200 youth and women towards irregular migration and 150 beneficiaries empowered with entrepreneurial skills.
  • Increased partnership and collaboration among civil society organizations, Government, MDAs and Private Sector towards addressing irregular migration.
  • Increased number of CSOs (CBOs, FBOs, Academia) sensitized and are committed to mainstreaming migration issues into their strategic plans.

UNITED NATIONS (UN) COMMITTEE AGAINST TORTURE (CAT) ADVOCACY ON TORTURE AND ILL-TREATMENT IN CONNECTION TO DRUG POLICIES IN NIGERIA PROJECT FROM AUGUST 2021 TO APRIL 2022:

Project Activities for 2022:

A: Public Presentation/Launching Of the Briefing Paper on Torture and Ill-Treatment against People Who Use Drugs In Nigeria on April 2022:

Key Project Results & Achievements:

  • At least 20 policymakers including Parliamentarians and 30 CSOs were engaged, informed and sensitized on the Research Report and various physical and mental violence faced by people who use drugs in Nigeria by the published research report;
  • At least 1 miliion citizens and the general public were sensitized and aware of the Research Report and various physical and mental violence faced by people who use drugs in Nigeria by the published research through the event and various media reports;
  • About 500 copies of the Research Reports were published and disseminated among the policymakers and stakeholders;
  • Increased public awareness and highlights of various physical and mental violence faced by people who use drugs in Nigeria; and
  • Increased advocacy engagement with key policymakers including Parliamentarians and stakeholders for improved and effective drug law and policy reform in Nigeria.

PROJECT 7:

MUKOSOLU CHINWIKE-OKEREKE AFRICAN MIGRATION ADVOCACY PROJECT (MUKOCAMAP):

Project Activities for 2022:

A: 1st Mukosolu Chinwike-Okereke Memorial Colloquim on Migration in Africa

Key Project Results & Achievements:

  • Facilitated public discussion and interactions toward promotion of good governance of labour migration and strengthening of existing institutional frameworks and regulations for effective and efficient administration of labour migration in Nigeria
  • promoted the right to decent work, including access to social protection for female and male migrant workers
  • Increased awareness of protection of the rights of labour migrants and non-discrimination and equality of treatment for all workers, migrants, and nationals abroad and at home;
  • Advocated for development of policies and programmes for welfare of migrants, return migrants and families left behind.
  • Promoted the creation of environment conducive to attracting migrant expertise for domestic development and return of Nigerian talent; migrant remittances, diaspora investments and technology transfers.
